It should be noted that a dispensary owner should want to keep themselves without as much competition as possible. If you profit from federally illegalized cannabis, I think you should recuse yourself from the conversation. At the end of the day it's a plant that grows easily. If federal legalization happens, it will only benefit the consumer.
I'm not convinced pharmaceutical companies will want to be in the flower growing business, when they can make specialized drugs that are patented. Big corps will end up running the cannabis, undoubtedly. But that is because large corps run more efficiently and can make a profit at a price point a small business can't compete with.
