Not up to Liam to decide, but Noel himself. I'm getting more convinced over the years that Liam has little to offer but manipulation, ego and narcissism, while covering it up with sentimental fluff in his songs which is anti-rock'n'roll.
He takes jabs at Noel because it creates attention at Twitter. The sheep that gives him that attention are not worthy of an Oasis reunion for that obvious reason.
