If the man was not wearing a seatbelt, then if as a result of a serious collision he would become a projectile inside the vehicle and may cause injury or even death to the other occupants of that vehicle, so who firstly would have to witness the aftermath of the scene and secondly would the man be so proud to post that on his youtube channel.

31. Another video where the "grades" are misplaced. The officer didn't threaten to arrest him simply for not identifying himself, the officer threatened to arrest him to see a judge and handle the citation. If the guy doesn't identify himself to get the ticket, then the cop has to take him in to see a magistrate right then. The citation is a promise to appear before the judge, if he doesn't make the promise on the citation then he is arrested and taken to the judge right then.
