For some reason us car manufactor paint wheels with 1k paint.
Finish the job, polish the face, mask up and repaint the inners with high gloss(chemical n heat resistant) engine block black đđ€ or hell just spray-em with whatever Rust-Oleum ya got laying aroundđŻ

Those wheels are already repainted thats why it comes off. On original wheels that wont happen it would maybe just become less shiny.

I don't think it was paint thinner. They probably used acid based qheel cleaner and left it on there to long.
Well, technically he didn't mess them up, he's just not done cleaning them, once all that paint is off there they'll look decent and clean again.
