If the Leader is good and produces good (moral/Ethical/Legal) leadership – so will the subordinates follow said Leadership and then act IAW the Leader
If the leader is bad and produces bad (immoral/amoral/unethical/illegal) leadership – so will the subordinates follow said foul leadership and then act IAW said leadership.
The Leadership "sets the tone" for the Unit.

The chief should have removed said "foul leadership" and placed another in his place. The cop should have been fired.
This is another reason I do not like Chiefs of Police.
I prefer Sheriffs (who you can have “recall elections” and remove them via the power of a voting system.
Chiefs of Police are political cops (whom the CEO/mayor likes "his policing style" and thus "hires" said officer because of that reason).

The posting of the video (on public YT and or similar location) "embarrassed the PD". Cops protect cops. That is a fact. But, a cop who "Embarrasses the PD" must be "punished" in a way that the general public “believes” that "said behavior is not tolerated" by the PD.
We who do not trust the PD (and the cops there in) know that without the video, this LT would have continued his toxic “leadership”/the PD would have continued to "cover it up"/and the general public would have not known.
Because enough Citizens called and spoke, the Chief was "forced" to "immediately punish the LT and demote him to ground pounder/flatfoot/etc…".
I would bet that (if one did a FOIA) one would discover multiple complaints against said cop and the PD "covered it up" as "just bad public reaction to Police Authority".

The only problem with the auditor is calling the U.S. Constitution federal law. It is in fact not federal law, it is actually above federal law and federal law has to follow the Constitution. If a federal law goes against the Constitution that law is null and void just like any state laws or county and city ordinances. None can go against the Constitution.
Youre talking federal law sheriff. Yes, Arkansas can have laws that go against federal law. But Arkansas law does not supersede the Constitution. The problem is both are calling the Constitution federal law. The U.S.Constitution is not federal law and that is the problem both of you are stuck on. The Constitution is above federal law. So no, state law does not supersede the Constitution. Nothing does.
No, Sheriff, what he is doing is seeing who follows their oath to the U.S. Constitution. You clearly do not. Thats what he does, he makes people like you and this department learn the law. If you violate his rights and dont admit that you make a mistake, then he is likely to sue you so you wont do it to the next person. Its call an audit to see if you will follow the Constitution and citizens' rights.
