Too soft of a grade on the officer. He didn’t misunderstand the law, he used it as a reason to harass someone.
Police are the same all around the world.
It was very clear from about 30 seconds into the encounter, that the gentleman did not fill any sort of threat. The cop should’ve returned to his vehicle and turned off the light.
