With regard to bail, and I maybe completely wrong here, but it IS a means of ensuring somebody comes back to court. But it's start point is incarceration, with a deposit to secure freedom until the case comes to court. So you are basically remanded unless you forfeit a specified amount to secure your freedom and if you can't pay or meet the restrictions you are placed on remand? Please feel free to correct me if I am totally wrong here. UK viewer who absorbs a lot of US culture! Law and Order taught me all I know!!
