World War II was largely caused by conditions within the Treaty of Versailles, which ended WWI but was disproportionately unfavorable towards Germany compared to the rest of the Axis Powers.
EDIT: That said, this video talks about the butterfly effect and because WWII was the result of the aftermath of WWI, the statement isn't completely wrong and works with the video's theme, but it could've been rephrased for more accuracy.
