'Black Areas/Districts' before 1965 was part of Jim Crow segregation laws. Gov't Housing Projects (the projects) and Private Section 8 housing were both designed to accommodate single moms. These gov't housing programs provided incentives to become single moms – 20 years of free rent and living expenses without working – as long as the father is NOT living with you, you can get all these benefits. Until this day, Section 8 rules state that ONLY the single parent and their kids are allowed to live inside the house/apt. Everyone else is a 'visitor' you must register. If he is on the lease, you will not qualify for Section 8. If you caught cheating, you are BANNED FOR LIFE so can not use Section 8 in your old age years.
